Our Mission

Founded in 1987 by the late Tony V. Grey, The Filipino American Council of Ventura County, Inc. is the umbrella organization for local Filipino groups, dedicated to fostering active participation in civic, cultural, social, and charitable life. At its core, the Council champions unity, advocacy, and service, engaging member organizations in projects that enhance the well-being of the Filipino American community while preserving its identity and ensuring its continued growth and prosperity in Ventura County.

Our Founder

Tony V. Grey was born in Manila in 1937 and served honorably in the U.S. Navy for over two decades, retiring as a Master Chief Petty Officer before continuing his commitment to public service in civilian life. He led the Council as its Executive Director from its inception and was widely respected as a community-builder, leader, and advocate for Filipino American cultural pride, civic engagement, and collaboration among local organizations. His leadership helped strengthen connections between Filipino American groups in Ventura County, and his legacy continues to inspire community service and unity to this day.

Considered by many as the “ninong” (godfather) of the Filipino community in the region, Tony Grey passed away in 2016, leaving behind a legacy of service, pride, and community empowerment.

How We Achieve Our Mission

Community Leadership Through an Inclusive Board

The Filipino American Council of Ventura County is governed by a Board of Directors made up of representatives from our member organizations under its umbrella. This structure ensures that FACVC remains inclusive, collaborative, and responsive to the diverse needs of the Filipino American community in Ventura County. Through regular meetings and shared leadership, the Council fosters communication, coordination, and unity among member organizations.

Supporting and Amplifying Member Organizations

FACVC actively supports its member organizations by promoting their events, initiatives, and community programs. The Council helps coordinate schedules to avoid conflicts, provides visibility through shared communications, and frequently collaborates as a co-host or co-sponsor for events. By working together, FACVC strengthens collective impact and encourages cooperation rather than competition among organizations.

Coordinated Calendar of Community Events

FACVC maintains an annual calendar of events that reflects the vibrant civic, cultural, educational, and charitable work of its member organizations. This calendar serves as a central hub for community engagement and includes regular FACVC meetings, educational workshops, cultural celebrations, anniversaries, and service-oriented programs throughout the year. By coordinating events across organizations, FACVC helps maximize participation and community connection.

Signature and “Staple” FACVC Programs

In addition to supporting member organizations, FACVC hosts and coordinates several staple community events that bring people together and celebrate Filipino heritage, service, and unity. These include educational workshops on topics such as civic engagement and public safety, the annual Philippine Independence Day flag-raising ceremony at Oxnard City Hall, the Bayanihan Bowling Tournament, and faith- and community-centered gatherings such as Simbang Gabi. These events reflect FACVC’s commitment to education, cultural pride, service, and bayanihan—the Filipino spirit of communal unity.

Honoring Legacy and Investing in the Future

FACVC continues the legacy of its founder, Tony V. Grey, by honoring Filipino American contributions past and present while investing in future generations. Through scholarships, youth-focused programs, cultural education, and leadership development, the Council empowers individuals to give back to their communities and sustain Filipino American identity and representation in Ventura County.
